Municipal Tax for 9-1-1

As of December 1, 2009, a municipal tax of $0.40 a month per telephone number will appear on your invoice. This tax is intended to fund 911 emergency centres. It will be added to all wireline and wireless telephone services for residential, business and large business customers.

Following an initiative by municipal associations, the City of Montreal and representatives from 911 emergency centres and telephone companies, the new laws required to implement the measure have been proposed by the Ministre des Affaires municipales, des Régions et de l'Occupation du territoire and adopted by the National Assembly of Quebec in the spring of 2008.

Videotron will display the amount of this tax, which is applicable to all current telephone service rates, on its monthly invoice.

Local Programming Improvement Fund (LPIF)

In October 2008, the CRTC determined that the television stations present in regions outside the major urban areas needed greater financial support to broadcast more local programs. For this purpose, the CRTC created the Local Programming Improvement Fund (LPIF) and announced that 1% of the gross broadcasting distribution revenues would be used to finance this Fund.

Last April, at the hearing on the renewal of television station licences, some stations outside Montreal and the network CTV asked for more. On July 6, the CRTC granted them an additional 0.5% surcharge, which increased the amount owed for financing the Fund to 1.5% of all gross broadcasting distribution revenues.

Despite the vigorous opposition of Videotron and the other cable distribution companies, every customer will have to pay the LPIF 1.5% of the aggregate revenues collected for all cable distribution services, as of September 1, 2009. Therefore, relatively to this new CRTC obligation, Videotron will adjust the bills of its television service customers. Customers who opted for an extended subscription period will not have to contribute to the Local Programming Improvement Fund (LPIF) during the period. However, the contribution will start at the end of the extended subscription period.

Videotron continues to oppose the existence of this Fund, because it believes that the local stations needs have not really been demonstrated. To comment on the surcharge imposed, you can contact the CRTC by one of the following means:

  • Balance for the period is below $4.99 (carried over to the next period without charge).

Two months of services on the first invoice

The first invoice following a new subscription is exceptional in that it shows the first 2 months of service. For more information, please refer to the subscription terms and conditions.

Seasonal service

To avoid any reconnection charges, Videotron lets you take advantage of its seasonal offer if you plan to be away for a minimum period of three months or maximum of six months. Certain conditions apply. For more information, please contact Customer service.
